The Twilights Hammer cult runs this shrine and it has joined forces with local naga and satyrs to defend.
Comment by Gnorma I think this is bugged. The depths have many sections including a prison Shadowforge City a vast capital of the Dark Iron dwarves and the Grim Guzzler tavern. Neutral Blackrock Depths Quests - Early Bosses. The last part is where I got confused and so did others.
